Generally there are no specific laws preventing government project employees from engaging in stock market trading, as long as it doesn't conflict with their official duties or involve insider trading. Ensure there is no perceived or actual conflict of interest between the trading activities and the government project. It is advisable to check if the specific terms of employment or the National Health mission have any internal policies or guidelines regarding external financial activities.
