legal notice used for harrasment

how to initiate actions against advocate, who has issued legal notice which has time barred verbal claims.? I have responded to this notice and have sent several reminders. Prior to this legal notice,his client did not mention this verbal notice for 24 years. Can we say that he has not performed his Duty towards the Court? He is found lacking in duty toards opponent? He is found lacking in professional integrity? He has not applied due dilligence? His conduct is misleading?
