Legal action against fake ST certificates for MBBS degrees.

I have evidence that 9 individuals have obtained MBBS degrees using fake Scheduled Tribe (ST) certificates. The caste validity scrutiny department has declared these certificates as fake, and there is an FIR filed by the Tribal Development Department for fraudulently obtaining scholarships. I also have the registration details and addresses of these 9 doctors.
Given this evidence, what legal actions can I take against these individuals? Can I file a court case against them, and if so, under whi
you can file for a case for fraud on to the individuals and if you have enough evidence then a suit for declaration can be filed against the persons where in their degree can be held invalid and hence will be debarred. In the meanwhile you also file a complaint with IMA describing the details so that they cannot practice as doctors

Yes, legal action can be taken against these accused persons for the way they have fraudulently obtained their MBBS degrees despite the documents being declared as fake and when there is an FIR regarding the same. A case for forgery can be registered and for better legal advise I need to know the full facts of the case.
