Issuance of OBC central Caste Certificate without parivar register.

I have applied for central OBC Caste certificate from UP (Deoria). But my application was rejected this time, asking me to attach parivar register. I don't have parivar register. My grandfather migrated to Jharkhand for employment purpose, so all my family members grew up in Jharkhand. No one know me in uttar pradesh. I have ancestor property in Deoria on my father name. I have Caste certificate of me and my father of year 2022. How can I get OBC certificate from UP without parivar register.
