Illegal cloud kitchen running in flat next to me

I reside on the first floor of an residential apartment building in Kolkata . The flat beside mine has been rentes out .
The tenants are using the flat to run an illegal cloud kitchen.
I have requested to stop them but in turn they started harassing me.
Their delivery boys from different apps are contantly sitting in front of my flat and often peeping in.
It has become a serious security issue as I stay alone.
Under which sections of the penal code can I take action?

You have to collect all the pictures and videos of the illegal activities. After that you write letters of complaints to the local municipality and to the local police station . You must search whether they have any trade licence or not for their running business. Also try to know whether they obtained any licence from the FSI ( food and supply) or not. After that go to the High Court and file a writ petition against the municipal corporation, police and FSI and make your alleged neighbour as a private respondent.
