I want to take government land on lease

i am a hindu comes under SC (Schedule Caste) category , my problem is that there is a land just after our property that is of government which comes under notified area but certainly some group of boys came and acquiring it on the name of dairy business but they are very bad people we know for sure and the whole area is residential so nobody wants them to come and take that land. his application is not processed yet, he has just applied for the same and he is claiming he already have it and in application it is mentioned 2 dismil of land and he is saying that he has taken 10 dismil of land on lease. so now we want to take that land in our name as it is just behind our own property and stay away from that kind of bad influences and people. please help me in this , i really need your help.
