I want caste certificate having purchase land records of grand father

My paternal grandfather has purchased land in 1980's where it has mentioned his caste as KOL LOHAR in Odisha state kol lohar comes under ST category caste . And our permanent address house land in my Paternal grandmother name where her caste is also mentioned LOHAR which comes under ST category. But my father doesn't have caste certificate. And when I applied 2 time it has rejected, 1st reason they gave my grandfather doesn't have ancestors property in Odisha . I want to know is there any ground
