How to procure school leaving certificate from college

I have submitted school leaving certificate of zila school in the college to pursue graduation degree bt even after 2 year college has not conducted any exam even of first part so I decided to leave that college and take admission in another good college.And so in this regard when I asked school leaving certificate of zila school from that college they denied to give the same .they say that they would give of college one and not school one and because of this I m facing trouble as because I have to submit school leaving certificate in the counseling process so what should I do now??
The Purpose of the school leaving certificate is to show on record that you are leaving a particular institution and you have been there in that institution. if you have been there in that college then they cannot give you the school leaving certificate. For admission in the new college you can show them the college leaving certificate.
