Government Quarter Renovation Arbitrary

I occupied govt quarter in July 2021 and at that time there was no tender for renovation work. So I occupied it without Renovation. Now when fund is allocated, they are doing renovation for new Technical occupancy and put my name in already occupied list, where I will not get my number till next 5-7 years. Can I go to court to hold this fund till cases like me is not addressed in correct sequences. Thanks
