FOREIGN STUDENT NEED TO MAKE A CORRECTION

hello, i am a foreign student (not indian citizen) residing in kuwait who has finished their 12th grade and received their certificate. i need to make a correction on my surname, a single letter. i am not familiar with the correction form and my school refuse to help me. in regards to the form, about of the gazette notification, does it have to be from india to proceed with the publication or can i do it in my residing country ( kuwait ) and then proceed everything ? thank you.

You can do it wherever is your normal place of residence and it is not required that it has to be done from India. However if you are not an Indian Citizen then the question does not pertain to the legal complexities of Indian law. it is much better if you can refer to the law of your native country for that
