Since the ancestral land and khatian are located in Ranchi district, Jharkhand, the legal heir related formalities should preferably be initiated there. First, apply for the death certificate of your grandfather in the concerned Municipal Corporation or Panchayat office of the place where he died. If the death was not registered earlier, you may apply for delayed registration with supporting documents and affidavits. For the family tree / genealogy certificate, you can apply before the local Circle Officer (CO) or Tehsildar in Ranchi with land records, ration card, voter ID and an affidavit from family members. After obtaining the family tree, your father can apply for a Legal Heir Certificate / Succession related certificate before the competent authority (Tehsildar or SDM) of the place where the property is situated, i.e., Ranchi, Jharkhand. Residence in Howrah will not affect the claim because the property jurisdiction is in Jharkhand. If required, mutation of the property can also be applied for later based on these documents.
