Complaint against illegal Parking in front of garage

I have made an official complaint against illegal parking of a car {Reg. No. WB12AT5255, owner- Vikash Banthia (Red Coloured Honda Brio)} by the residents of Banthia Bhavan, 53/1/4 Buxrah Road on the common passage/road of our apartment and adjacent houses. This parking is obstructing the walkway as well as the daily in out flow of cars, bikes and ambulance, as this parking is just opposite of the apartment parking area. when I tried to tell the problem to the owner of the car, he assaulted me. I have already lodged a GD (No. 420 dated 10.07.2020) at A J C Bose Botanic Garden PS, Howrah, West Bengal and submitted a written complaint to PS. On the basis of that complaint though the Officers of A J C Bose Botanic Garden PS visited the place and advised him to relocate the car but he is very adamant to park the car there. What should I do? Police are also not entertaining when I compliment again.
you can institute civil suit in proper civil court against such illegal obstruction/encroachment of the common passage and also file an application under section 144 of Cr. P.C. before concern Sub divisional Executive Magistrate.
