To remove plants through the proper legal method, you must first submit a written application to the Secretary of the Village Panchayat requesting an official inspection of the site. In the application it should be clearly stated that the plants have grown excessively and are causing obstruction or inconvenience, and that the you wishe to remove them only after obtaining due permission under the applicable laws. The Panchayat should be requested to depute the competent authority for inspection and to grant formal permission or guidance for lawful removal. You must undertake not to cut or remove any plants without prior approval and to follow all rules and obtain any required NOC. If the Village Panchayat does not take the application into consideration or fails to arrange the inspection within a reasonable time, a similar application should then be submitted to the District Collector seeking necessary intervention and directions for early action. This ensures that the removal is carried out strictly through the legal channel and avoids any possibility of unauthorised action.
