College not giving back original documents without full course fees

I study in a clg affiliated with osmania university. I want to cancel my admission before 1 month left to sem1 exams, the college is asking for full course payment to return back original documents, what can i do in this matter
first ear legal noticed to be issue today affiliated university for retailing the Original certificate the college has no right to vitality Original certificate it is against Srila you are right to claim the certificate I cannot ask for if an opportunity given to me I can issue legal notice
