Cheating and harassing a student in university

When I am doing my phd, the stipend is from UGC but university forced me to work without payment from university side. and they didn't send my docs to UGC for almost one and half year so it is delayed my stipend for almost 18 months after when upgraded srf they took more than a year . When i complained against it they started harassing me and delayed my phd for more than a year. i decided to file complaint againt this university and these are common at that university for all. How to proceed
before giving a complaint against University where to give a notice under 80 CPC and then file a complaint Android petition in the High Court for your grievance if an opportunity given to me I can file reptition against University and render you compensation and Justice to you 40 criminal attitude of the university
