Challenge cabinet decision allotting lands to Political Party on lease

Previous government in Andhra Pradesh has alloted government lands on lease at cheaper price of just Rs 1000 to Rs 2000 per acre for 33 years via cabinet resolution to a political party for construction of party offices in various district head quarters. It is alleged that the market value of total lands alloted is 900cr. I want to challenge cabinet decision via PIL as govt assets and tax payers money is wasted. Pls guide to file PIL or how to request court to take Sue-ma-to.

f*** you are to file RTI to get all day jio cen documents from the government after that we can file a film against old government Pranam opportunity given to me I can file rep petition and get justice and what is all the documents must be in your hand so only we can file a rectification Public Interest Litigation against old government
