Caste Certificate For First Generation

I live in West Bengal. My current surname is karmakar. My paternal relative lives in Ranchi, Jharkhand and their surname is kerketta and have st certificate from Ranchi deputy commissioner Jharkhand .My father came to west Bengal from Jharkhand for service of railway and his name is recorded as Bhokna and no surname in all the important documents . My father have no caste certificate. My question is how and where should I approach for caste certificate.
