Caste Certificate First Generation

My father came to west Bengal in the year 1973 after an appointment in Indian Railway from Jharkhand. My paternal relatives use the surname kerketta in Jharkhand having ST caste certificates. We use the Karmakar surname in all documents in West Bengal. Where should we apply for our caste certificates. Please advise.
