if the wittness who signed while applying for court marrige is not available due to some reason on marriage date , can someone else be the withness on the spot?

No, when you are applied who wittness are signed , ones can be present that time when marriage registration date. That wittness not present marriage date . Your marriage have not registered. So you careful chose wittness

Yes any1 who is available can be a arresting witness...at that time with the proper identification proof and he will be allowed for being the witness. No issue shall on such points for marriage purposes.
