Can a counter case be filed in other state before completing the first

If a civil case is lodged in one state however the other party stays in another state, what are the chances he would file a counter case in his state? Is it allowed before the first case is concluded?

(Assuming the facts to be of the same content) One cannot find out whether the party would be filing a case or not in his respective state or not. In case he files a suit in his state, The same would be barred by res judicata.

So far your query is concerned, there is no bar to institute a case. At any time a litigant can move the court with his petition and so far your question is concerned, if the other party filed a case before the finality of your case,you can filed the petition for informing the same and also you have a right to file the counter claim.
