there is no time limit for arresting a person who has committed an offence under ipc. the limitation will start from the time the aggrieved person or the investigating officer who ever gets the identity of the accused person. from the date of knowledge till 2 years the FIR should be filed and there is no time limit for arresting the person.

If you want to give khula to your husband and if your husband is also willing to leave you then you can approach a Khazi and you can go for khula. You don't require any marriage certificate for it. You can also approach the Honourable Court and get divorce from your husband.
