azuma FIR is registered against you in 1997 and till date investigation has not been completed. if any person or police officials are not harassing you and you are just asking this due to anxiety then messages you to not initiate any case or any proceeding before any quote to conclude the matter because it will lead to filing of char sheet before the court and a formal trial will be initiated after lapse of almost 27 years.however, if any officials are harassing you on basis of this FIR which was registered in 1997, the messages you to approach the high court sequin of the FIR which was registered in 1997 and also on the ground that investigation has not been completed till date and neither the complaint who has filed fier is interested in pursuing the case.

from the limited retails were given, I can gather that the issue is with the university which is situated in Himachal Pradesh who have demanded excess academic fee from you. now your query sums of at weather in file a keys against that University in any course in Jammu or not.firstly, if the university is private then you have to either approach any Civil Court in Himachal or file a complaint before the local police station under whose jurisdiction the University is situated. secondly, if is public meaning thereby, owned and controlled by government funds. then there is a remedy to file a case in the high court of Jammu and Kashmir.

the session court (trial court) usually don't grant bail in 27A NDPS (financing and harbouring) cases. the High court will grant bail in these sections. Usually it would take at least 6 months to get bail from High court after the bail is rejected by sessions.
