A complaint is usually a criminal complaint which is filed before a magistrate (Chief Judicial Magistrate) , when the police refuse to register an FIR. In order to file a complaint for an offence before the CJM, one has to exhaust first his remedy of approaching the respective police station under whose jurisdiction the offence has taken place, and if the respective police station authorities refuse to register an FIR, then the complainant has to send the complaint via post to the SP of the concerned area for registration of the FIR. If the SP of the concerned also doesn’t act on the complaint within 15 days of receiving the same, then the complainant can approach for the same via an application to the CJM of the concerned area for registration of an FIR.
