Q: cheque bounce case by us on issuers

there is any provision in law to fine applicants of cheque bounce >?we have filed cheque bounce case , culprit is avoiding all summons send thrice, now our advocate says that we have to withdraw our case OR we have to find out culprit and bring him to court, otherwise court will dismiss the case and will charge us penalty of 30% on us means on applicants..is is true?can court has power to punish applicants ?

No. There is no such provision neither in the Negotiable Instrument Act nor in CrPC. In your case since summons is served to the accused based on report you can ask your advocate to file an application for warrants against accused.
