If alleged offences are not compoundable then you may file a petition u/s 482 CrPC to quash the proceedings on the basis of settlement between you and accused if nature of offence is private.

Person took 20 lac as loan ,all are online transaction and gave cheque which is bounced due to stop payment by drawer. Can we still file 138 ni act and will it be tougher to contest than insufficient balance. He admits the liability over whatsup.

Yes , you can file the complaint u/s 138 of NI act even if cheque has been dishonoured due to stop payment by drawer . As all the transaction are online(traceable)transaction it will be very easy to prove the liability.
