Did you know about these condition of your husband beforehand. If the answer is know then you may file a divorce petition in a competent court. I would highly recommend you to consult a lawyer before taking any action.

Q: Girlfriend promise to marry then he found someone and broke up with me

Sir can I do something my girlfriend promised to marry me then he found someone better and broke up with me and says I do not like to talk to you if you talk to me i will file a complaint against you and I said okay then i will tell everything to your parents If I m wrong then please give some advice to me Sir or what should I do ??

In practicality you can't do anything against her because she is marrying someone else.I would like to advise you that don't do anything stupid because if she filed any criminal complaint against you,you are going to face brutality of criminal justice system.

I have filed petition for divorce but the summons is not yet prepared by the court what to do

You should contact your advocate ,whom you have engaged in this case he may help you with the proceedings. You may also give some motivation( If you know what I mean) to the court employee so your summons can be issued.

Q: I did not get my refund in bike rental service

It was said in a rental shop that 5000 will be security deposit and you wil get a refund within 48 hours after returning car , it exceeded two days but I didn't get my refund what can I do

You may send him a leagal notice via an advocate. In this notice you may demand that they should return your money. If they don't do that even after receiving your leagal notice you may file a criminal complaint against them.

If you go by the books then an investigating officer (In your case CO) should always hear the accused and take all the collected evidence in to consideration before arresting the accuse. But in practicality they can arrest you on thier will all they have to show is a probable cause.
