DELAYED ENQUIRY RESULTING IN MINOR PUNISHMENT. IN AUDIT IT WAS FOUND CONTRACTOR DID NOT DEPOSIT GST AND EPF PAID TO HIM. SUSEQUENTLY, HE DEPOSITED.HENCE NO LOSS. MEANWHILE JUNIORS GOT PROMOTED. IF ENQUIRY WAS COMPLETED IN REASONABLE AMOUNT OF TIME I WOULD HAVE BEEN PROMOTED ON TIME.DEMAND FOR QUASHING OF MINOR PUNISHMENT AND NOTIONAL PROMOTION
