PIL against Mandatory Licensing by BIS for Transformers

We the MSME Transformer industry is on the verge of closure because of Mandatory Licensing by BIS for Transformer, where you can manufacture only that rating of transformer which has been typeTested. It is an act to systematically kill the MSME Sector, as it is not viable. Actually it the utilities who should be tightened, but since government can't do much, the easy target was the industry. None of the agencies, whether BIS/BEE/CEA/DHI are ready to listen to MSME plea's nor are bothers, because they are agents for some of the large units.
