How to get legal heir certificate?

My mother is the only child of my Late grandmother and my grandfather was dead when my mother was small so my grand mother moved to her own father's village and lived till her last day and her voter card and every work was done on the village tehsil. But when I went to the tehsil they said we are not authorized to give you legal heir certificate because my grandmother was married so I have to go to my grandfather village tehsil for the certificate but the problem is that my mother does not remember anything from my grandfather village. So now I don't know where to get the legal heir certificate ?
