Freelance Project Fraud - Freelancer has taken advance but hasn't done

Hi,
I had hired a freelancer to help me build an app for my startup. I found him through Freelancer.in. He signed an NDA as well. However, the contract term has passed and he hasn't delivered anything.
I have tried contacting him via calls, messages, and emails but he hasn't replied.
I had paid him 15000 in advance through google pay.
I am based in Bangalore and he is based in Indore.
Is there any legal remedy through which I can get my money back?

raise a complaint on freelancer website itself or if you know his residential address, send him a legal notice or lodge a police complaint. along with the payment proof...or please call me in case you need any help
