Can FIR be filed using online payment information

I operate an online services marketplace where there is a buyer and seller of services. The buyer confirms a sale by making an online payment on my website. This online payment is captured by a third party payment services provider - Razorpay.
In case the buyer is violating terms of agreement, can I/my company file an FIR using the details available to me via the payment services company. The information I'll have are -
1. Full Name
2. Email address
3. Phone number
4. Either of -
a. Last four digits of credit/debit card
b. UPI address
I don't have access to their details if they have made a payment via net banking or third party wallets.
