Return of advance payment..when no agreement is made in between

Dear Sir. I booked a two BHK flat in Pune. The project is RERA registered. I paid 10% of flat value and the registration amount to builder. Thus total I paid Rs 6.52 lac. There was no agreement made between us, only payment is made. Later I had to cancel the flat due to my personal reason. Such letter I have given to builder by mail and requested to return my money back immediatley. I am still waiting for my money to get back for last six month despite of follow ups and reminder mails. Many of times my call is avoided to receive. And also I am not getting proper reply from him.I am afraid that I might not loose my money.
Please advice me what should I do to get my entire money back at the earilest.
please file a complaint against the builder. this is only possible since the project is RERA registered. otherwise your money was recoverable only by way of recovery suit.
in the meanwhile, also file an FIR for fraud and cheating against the builder
