Paid full amount an year ago but construction not started

I paid full amount of Rs 9 Lakhs last Sep 2018. The builder is Sheltrex Developer Pvt Ltd. Their RERA # is TN/11/Building/0014/2018 dated 25/01/2018. The project site is in Coimbatore. I've all the email communicaiton and Whatsapp evidence of their assurance that they will hand over the flat by June 2019. But so far the builder has not started any work. I initiated my flat cancellation and the builder accepted my flat cancellation. But past 4-5 months they given different answer that they are organizing funds from various sources and I should wait. I don't know how long should i wait indefinitely. I thought of filling a complaint in http://www.tnrera.in/complaint.php. I need my full amount with compensation(interest amount). Can you please help me what should be my first step?
