Money Refund by builder for delayed completion of flat

My flat in Ghaziabad was handed over late and for that builder had agreed in writing to pay compensation.
He has paid some amount and balance amount is not yet paid citing financial problem. Project is UP RERA approved and I would like to submit online complaint using UP RERA portal.
My question is which form to be filled up ie Form M ( Register new complaint) or Form N(Complaint for compensation) and more over which option should i go Yes/No under conciliation option.
Can anyone pl advise on the above.

I have seen your query carefully and found that you want to refund your money from builder who was earlier ready to refund but after some time he has stopped the payment. in my opinion it is better to file complaint against the builder for refund the amount along with intrest from the date of deposition of the amount before the district consumer forum Ghaziabad. I can explain the reason of filing petition in consumer forum and not in RERA if you contact me through the administrator of this website

Go with register a new complaint and do not opt for conciliation. It will be better that a lawyer files this complaint on your behalf since the complaint to be submitted online contains technical columns like relief, interim relief and prayer
