Can UP-RERA change its order on the basis of deemed O.C/C.C circular?

The RERA authority passed the conditional order wherein, the promoter was directed to provide the possession to the complainant along with O.C./C.C. by "X" date or refund full amount with interest. Promoter failed to provide the possession to the complainant along with O.C./C.C. by "X" date. RERA issued notice under section-63 to the Promoter. The promoter has presented O.C/C.C received after 6 months of "X" date. Now he is using deemed O.C/C.C circular issued by UP-RERA on 16.09.2019 (issued after 60 days of order date) to force possession. RERA court is favouring the promoter and issuing Possession order. Is it legal for RERA to review its own order in Sec-63 hearing? What are my options?

Cannot review its decision because the the act does not gives power to the Authority to review its decision. You keep pressing for refund; and then leave upon them and let them do what they want. If they still pass an unfavourable order, approach RERA Appellate.
