Recovery of booking money from dubious developer

A developer issued me a receipt for plot booking money. I found that the firm does not exist at the printed address and no where else. When I asked this he said it does not matter. I don't want to proceed further and demanded my money back. The developer is dodging me for over a month. He also refused to disclose his residential address. He is available only over phone. How can I recover my money.
If you have all transaction and evidence lodge cheating and fraud case. they can trace them among the account number base. if they reject to file FIR should file PCR and refer the matter through court.
