Recovery of Booking Amount and Land Cost

I have paid Booking Amount and Land Cost to a Multi State CGHS Ltd. registered in delhi for 2BHK Flat in L-Zone (Delhi) and they gave me membership booklet. Due to my financial condition I am unable to pay further. So asked them return the money paid but they denied saying their society rules don't permit. I also sent them mails many times but they didn't reply to any. How can I get my money back? Whether should I go to RERA Forum or Consumer Court? Please advise. I am Hindu.
