Recovery from buyer goods send on tax invoice without purchase order

Dear legal adviser'
I have send the goods on tax invoice without purchase order. Now buyer denied to make the payment thereof. He said I had not received your any goods nor I have given you any purchase order. Pls suggest me in this case how can I recover the money.
there is a only way to get your money back you have to file a complaint in police station or file acid aur case in the court your money from the person which is not giving your money back . it is the right way to get rid out of this situation .
