Need help in getting my money back from the person who owes it

In the year 2017 I had helped one of my needy colleague in purchasing a new phone as he was in sheer need of it. He got it on EMIs but he didn't pay any of it. As a result, my credit card limit has got over now because of charges applied. Now when I ask him about money, he makes lame excuses for it. Kindly suggest me what can I do to get my money back. Now the person is sitting in Bihar.
on perusal do the above, you should ideally send him a legal notice asking to pay back your money. In case he doesn’t return the money to you within the specified period, you can file a recovery suit against him in a civil court of law
