Employer Not Paying Dues Despite Labour Court Order - Next Steps?

Hello, I won a Labour court case against my ex employer (I fought PIP) and the final order states that the ex employer has to pay me my dues with x interest. The ex employer has yet not complied with the order despite around 9 months of the order, neither has appealed against the order. I have already initiated the recovery proceedings against the ex employer through the Asst Labour Commissioner. My question is
1) Can I file a contempt of court against the ex employer?
2) If yes, which court will the jurisdiction lie?
3) My aim is to get the order enforced & get my money back. Is there anything that I can do?
