Who owns what according to the will

Mothers will states that sonA is bequeathed with basement and son of her second sonB is bequeathed with ground floor. SonA is entitled to construct first and second floor over the existing ground floor. So who owns what in this case.
Intention and desire of testatrix is to be reached by a simple reading of will. And when testatrix i.e. a lady executes a will, then it has to be seen as to how she got the property. Correct Reading of will is very important. In this case, she opens up debate / preposition of easement act where licensee construct a pucca structure with owners consent.
