Where to complain about continuous leakage in our flat

We own a flat in a society where the committee has been dissolved and the registrar is looking after matters of the society. We have water dripping from our ceiling. Ours is not the past floor. There is leakage in many parts of the Building .the ppl staying on the floor above have changed the place of their kitchen. That maybe the cause of leakage in our flat. But they refuse to let us get it checked. The registrar has asked us to give a complaint letter. But things are going very slow. We want to give our house on rent. What is the best option we have now. Can I complain to the bmc
This is my response to you:
1. The Registrar should look into the problem and reinstate an interim committee of the society to look into the repairs of the building;
2. Otherwise another way is to approach the BMC and get the work rectified;
3. The third option you have (if nothing is being worked out) approach the High Court under writ jurisdiction and get the matter rectified;
4. If there is only leaked in two or three rooms it is better the owners of the flats spend money out of their own pcokets;
5. Get it resolved at the individual level.
