What to do there is property dispute in family

there is an issue with my father's property my father and his brother they parents had a land which both of them had distributed between them equally but dint registered it now has we wanted to register our sleeves the brother is not approving to it has he says we should also call their sister but we don't have any problem regarding that but we don't have any communication past many hears so how to go about and get register because we want to sell our land
in case all the legal heirs of the deceased do not come forward with agreeable terms, the suit for partition has to be filed by making all legal heirs as parties to the suit. If any party doesnt appear before the court, they will be set ex parte. workout your remedies either way.
