What to do the owner converted the area into a complex

I am running clinic for 27 years the shops were given by landlord to his son by Hibanama. He issued receipt for two months than denied to take rent and gave notice to vacate the shops. I am depositing rent in court for last 3 years. He has not mutated property in his name. It is a 99 years leased property leased 1957 to his grandfather to run workshop only. They converted in market complex in 1991 without permission of DM and are not paying lease rent for 40 years. Any legal privilege for me in law.
Without going through the documents it is very difficult to advise on property matters as far as your tenancy rights are concerned they are protected to the extent that you prove in the court your genuine requirement and non availability of any other shop in your ownership and further your dependency on this shop. You must file a case in civil court. His illegal construction is almost 27 years old to which you are not concerned directly although you can very well complain.
