What to do if the amount of flat is different agreement and sale deed

Agreement for sale of flat is Rs 27 lakhs. However Circle Valuation of property is Rs 37 lakhs. Now buyer wants to register the sale deed at Rs 37 lakhs, though he will pay only Rs 27 lakhs by cheque/RTGS. What are the legal and tax implications in such case. Can the Sale deed be made for Rs 37 lakhs. Pl advise. Thank you
Sale deed can not be made excess to the amount given by buyer to the seller. This is against law of the land. More over buyer has no right to insist to make sale deed beyond the amount he paid. So far as circle rate one has to pay the same.
