What to do if housing society asking for maintenance for not staying

Hi, I have an apartment in a B tier city in Punjab India. I have never occupied the flat in last 5 years since i bought it. There has been no tenants as well. I paid 2 years of 'maintenance fee" in advance as demanded by the builder at the time of the agreement. Thereafter there was no communication from the so called maintenance agents of the society. I was suddenly send a letter (hard copy) that three years of hefty maintenance fee plus 25% per annum interest is what i have to pay. Question 1. Am i liable to pay or even partially pay hefty maintenance fee for a non owner occupied and non tenanted vacant flat? It sounds counter intuitive when i have not used a single facility there. 2. Is 24% interest fair? I paid first 2 years of fee in advance. Does that count? it was completely interest free. 3. How do i approach this? The accumulated amout is staggeringly huge! happy to share agreement copy.
It all depends upon the terms of the agreement but interest rates are very high this can be challenged however even if you don't occupy the flat but company has to maintain ot for that see terms and conditions of agreement if it's there then you have to pay
