What to do builder has not put protection sheet on my side of property

The builder in my adjacent plot has commenced construction of flats. He has not put the protection sheets on my side. He has put on the other side where there is an apartment complex. I have pursued with him for nearly 2-3 months now, but no use. Stones and rubble is falling in my compound from 4th floor height. They're also damaging my building. I have complained municipal dept., but no action was taken. Do I have any legal rights to protect my premises from rubble and damage?
surely you can take photographs of the damages occurred and got estimate the loss through a surveyor and loss assessor who is having a license to assess and loss and take such report and you can claim damages along with interest
