What precautionary steps to be taken before buying flat

If a builder is building an additional floor and if he saying he will OC and Cc for full building including additional floor by paying penalties and also ready to put clause in agreement to sell saying registration is done only after providing cc and oc, else builder will refund in full, can I gn o ahead with purchase of flat? The flat I am buying is not the last floor. Will whole building be legal if BBMP issues oc and cc based on builder application to issue modified plan cum oc? Please can you help.
1. The builder can not build additional floor ignoring BBMP approval.
2. If additional floor constructed then BBMP would not issue OC to the building even if penalty paid and other formalities done.
3. I suggest you to wait till builder get OC from BBMP.
