What Law governs Pagadi system ?

My dad and his brother inherited ancestral property shop.now while separation landlord does not allow partition,none of them have enough money to buy out others share nor does the landlord allow to sell at market rate.he wishes to buy it for less.also a double room in same building which landlord is not allowing to rent out.solutions to this please?
Dear sir, pagadi system flats are governed by Rent Control Act in maharashtra. However u can sale both shares at a time or rent it out to third person. Landlord cannot retrain you from selling both shares or renting out to third person. Kindly contact us for more detail discussion.
