Water Disconnected by the corporation what to do

We are being humiliated by welfare association and our water has been disconnected for over 3 months now. We stay outside a gated community on government road due to which we denied paying maintenance but agreed to pay for water connection. But the association is black mailing us that we cannot have water alone. We approached police they denied taking a complaint and water board say they can’t give a individual connection. As water is a fundamental right of a human being why I am being humiliated this way in this country. Please help me or guide me what to do? Thank you,
