Unable to understand the meaning of a legal sentence

He shall pay in lumpsum amount for 4 acre land as per market value / value of suit land to both plaintiff . I didn't understand the meaning of "value of suit land".

Who shall pay? Who said it? Stampduty is calculated based upon the ready recknor value of value of land(which ever is higher)
